Dialogue management is the control layer of a conversational artificial intelligence (AI) system. It keeps track of where the conversation stands and decides what the system should do next: ask a question, give an answer, take an action, or hand over to a human. Understanding what the customer said is one job; dialogue management is what happens with that understanding.<\/span>\u00a0<\/span><\/p>\n

What a Dialogue Manager Does<\/span>\u00a0<\/span><\/h2>\n

Two core functions. State tracking remembers the conversation: what the customer has asked, what details have been collected, what remains open. It is why a customer can give their account number once rather than at every step.<\/span>\u00a0<\/span><\/p>\n

Dialogue policy decides the next move based on that state. If the intent is clear and the details are complete, act. If something is missing, ask for it. If the conversation stops progressing, escalate. The policy also calls the backend systems that actually do things: checking a balance, booking a change, raising a case.<\/span>\u00a0<\/span><\/p>\n

Early systems were fully rule-based: hand-built flows covering every path, predictable but brittle.
